Advice about the 2019 Annual Registration Charge Fee

All Commonwealth authroised marriage celebrants should have received this note from the Attorney-General's Department week commencing 24th June 2019

Dear Marriage Celebrant

What you need to know about the upcoming annual celebrant registration charge for 2019-2020

On 1 July 2019, Commonwealth-registered marriage celebrants will become liable for the 2019-2020 annual celebrant registration charge. The celebrant registration charge for 2019-2020 remains at $240. Your invoice is expected to be issued to you on Thursday 18 July 2019. Your registration continues during the invoicing process (there is no ‘automatic expiry’ at the end of the financial year).

Your invoice will be emailed to you if you have provided us with an email address. If you have not provided an email address it will be posted to you. Invoices will also be available on your self-service portal.

Please allow up to 48 hours after the date of issue for a copy of your invoice to be available on your portal and to make a payment through the portal.

Your invoice will be due for payment in 60 days (the ‘charge payment day’) from the date of issue. If your invoice remains unpaid after the charge payment day, then under section 39FB of the Marriage Act 1961, you must be deregistered. You will be sent a notice of intention to deregister with the intention of removing you from the register of marriage celebrants 21 days after the date of the letter. The date will be specified in the letter.

If you have not received your invoice by late July (firstly, check your self-service portal and also that the email has not been sent to your email junk mail folder) then please contact us. 

Please do not attempt to pay before receiving your 2019-2020 invoice.

If you do not intend to remain registered as a marriage celebrant in 2019-2020 you should advise us of your intention to resign.

To avoid receiving an invoice for the celebrant registration charge, celebrants who do not intend to remain registered in 2019-2020 should resign before 1 July 2019.

If you decide to resign after 1 July 2019 and before the charge payment day, which will be 60 days after the date of the invoice, you should advise the department, as you will receive an automatic exemption from the liability to pay the celebrant registration charge. If you don’t, a failure to pay the invoice by the charge payment day will result in deregistration and will result in you owing a debt to the Commonwealth which may be recovered by the Commonwealth.

Exemption from payment applications

An exemption from liability to pay the celebrant registration charge is available in limited circumstances. You can apply for an exemption, after you receive your invoice, through the self-service portal. Applications for exemption must be received within 21 days of the date the invoice was sent. Exemption applications must be accompanied by a $30 application fee and supporting evidence. Further information about the exemption process can be found here.
